Webb said: ''Indications are from our investigation and what the (Chicago)

elections board is doing that the amount of vote fraud and irregularities is even greater than in 1982 . . .''

Webb said Valukas` investigation should be as widespread as the one conducted after the November, 1982, election by Webb, then U.S. attorney, in which the grand jury concluded that 100,000 fraudulent votes had been cast.

The two-year investigation into the 1982 election, which involved more than 100 agents of the Federal Bureau of Investigation reviewing records of about 1 million voters, resulted in 62 indictments and 58 convictions.
