Maybe that wasn't the plan at all. trump's offering( without any paper backup / request for more troops by him ( could have been a good / may have changed his plan because it was too risky ). Perhaps trump wanted to up the ante. The more people on both sides with guns = the higher risk of bloodshed and violence. If he was able to stop the proceedings altogether because of fighting in the streets he could have declared martial law and remained in power indefinitely.
