The question is should this behavior be tolerated? If it results in the courts being swamped with civil suits then the law can be changed to apply penalties for doing things that harm others. Your neighbor does not have to sue you for vandalizing his property. The law deals with that appropriately. Similarly the law can be changed to deal with when someone "vandalizes" someone else's reputation.
