The order was not specific and did not direct any particular actions. Although only congress can dismantle the law, both the president and congress will have to deal with the aftermath.

It doesn't have to be specific.. The mandate is done for 4 years you can take on the I. R. S. If you refuse to pay the mandate.
The law remains until congress repeals it and the administration must carry out the law. You can bet the administration is not going to do anything that denies coverage under Obamacare or makes it difficult to get insurance which would put pressure on Republicans in congress. The only way to kill Obamacare is to repeal the law and that is not what congress is doing. They are cutting budget allocations for parts of law that fund items such as Medicaid and subsidies. The remaining parts of the law will remain in effect utill congress comes up with new legislation.
Very true. You can't just repeal Obamacare leaving millions that were forced onto this program without insurance overnight. They will have to come up with a new plan, write the law for it, put it out to insurers in this country so they can adjust their policies to suit it.
This is what Paul Ryan and the house will be doing for the next 2 years. Because that's how long it took to get Obamacare. The difference is--Obama had a full filibuster (super majority) in both houses, Republicans don't. So it's going to be a battle. And they have two years to get this done before 2018.
One thing that disturbs me, is they still haven't come up with a way to reduce the cost of medical cost-which drives the premiums---so they may be changing one from disaster just to enter into another one.
