I find states like Utah to be easy to understand. The only place in the state with any real democratic support is Salt Lake City. So they caved it up and put a little section of it into each of their four congressional districts.
That is only explained by an intense desire to keep Dems out of office.
It would be 100% logical that SLC be its own district.

The special session called by Texas governor Abbott, was never about map rigging. It was solely to respond to the flash flooding in July that killed over 100 people.
Trump made it all about him, and called Abbott to demand the session be about map rigging, because in his own words, "I'm entitled to five more seats".
This isn't about Texas Republicans defeating Democrats. It's about protecting Trump from accountability if Democrats win back the House, not to mention shutting down the last two years of his Presidency.
What could be a twist of irony, is by Texas rigging the map as a blatant power grab in a mid census period, will have the bill challenged in court, whereas California will be putting their redistricting plan on the ballot for their citizens to vote on.
Texas could lose their battle in court, where California would be completely legal as a ballot referendum being passed by the voters. Another twist of fate for Texas is, even if they win in court, they will be creating swing districts, that could cost incumbent Republicans their seats.
