Quid Pro Joe reversed the controls TRUMP! put on border security the first days of his regime, then he put Cackles in place to oversee border security, all without congressional involvement. NOW he's claiming he needs new laws from Congress to get control over border security.

1. Why does he need Congress now when he took actions 3 years ago completely on his own?
2. What has Cackles been doing all this time at the border that it is now in the condition such that Congress has to take control from the White House?
