Why did she not apply for permanent residence as the wife of an American?How would I know?
The point is they should have.
It was not right to make her keep showing up in court every single year.
Here's my guess: Many foreigners feel ties to their country of origin, so that even though they enjoy the benefits of the U.S. of A, they want to keep their original nationality. I was once engaged to a girl from Mexico who felt that way. She had overstayed a visa but at that time had been given permission to stay under Reagan's amnesty. She said "I'm Mexican. 100 por ciento."
I believe she later changed her mind. I hope so, I'd hate to think she would be deported, but if so, that was her choice.
