Regulations are administrative interpretations with specific guidance of legislative statutes.

They are good not bad.

The underlying legislation is what you need to focus on -- to see if it is good or bad.

Most regulations are written by corporations to protect their monopoly on wealth. You might be interested to know that virtually every piece of regulatory legislation has at least one for profit entity behind it.

Standards are important, but you don't need to have a piece of paper and state enforcing agent to have standards.
