The simple answer is for the law to kick in on something like this everytime it happens. A phone call should have been made, and the law/investigators should have arrived in a cruiser on scene. Both parties would then make their case to the law officers on the scene. This alone would have shamed the owner for causing a scene in which required the law to be called out. Once those cops would have heard the ridiculousness of what was taking place, even more shame would have come upon this idiotic owner.

The crowd would have been embarrassed to have partaken in an event that was against the law as well. The resteraunt will lose business, her family will shunn her for being such a dumb person in it all, and excetra, excetra. Things like this have long term effects that usually show up down the road a way.
