I suspect that Paul, like the rest of the Senators, is just thrilled that the ACHA didn't land in his chamber. That's almost certainly the "win" as he sees it.

Doesn't Rand Paul realize he's part of the team the displayed complete disorganization? Maybe he personally won out, but his party (team) is viewed as a complete failure while Democrats sit back and laugh. Taking a victory lap shows he doesn't get it.
