Oakland did not have a plan and financing in 2015,so that is WHY it looked like the raiders were as good as gone to vegas for a while till the last few months when the ronnie lott group came together,now they FINALLY got its act together and DO have a plan and the NFL wants them to stay in oakland.Roger goodel has said that MANY times.
