It is unfortunate but there is not war today that can guarantee 0 civilian casualties. Children use guns and become soldiers before puberty. Not all fighters in an urban terrorist war wear uniforms. Not all teen look young, many are built and look much older than their actual years.
Even women are assassins, fighters and suicide bombers. Mothers have used their own babies to disguise bombs and sacrifice them for a cause.
When fighters/terrorists use human shields, they don't care about the lives of innocents, they want a higher count to be reported in the press for propaganda purposes.

IDF have tried to minimize civilians death when possible but even if warned to get out of the way to safety the civilians will remain, thus they become part of the terrorist support and are no longer "innocents"

Palestinians know where the hamas and IJ members are located. They know what is likely to be a potential target. Many could have gotten away, certainly not all, if they had wanted. It is most say when it is the children who suffered.

When the rabbi leads by example and attempts to kill civilians himself, the IDF can and will take action as they have in the past.
