The House investigates.....when they find evidence of crimes they refer it to the DoJ.
We aren't even at that point yet because they're just now calling in the suspects to testify before congress.
You can't refer charges till the investigation is completed.
It also doesn't help that the DOJ is trying to block any investigation of the suspects.

Republicans can't bring charges with manufactured evidence like the Democrats.
They have to find actual evidence to a build a case.
