I vote for Dan Quayle by a huge margin.

Dick Cheny was a strong Veep only because Pres Bush allowed him to do the job he was elected for. At the same time, in spite of what the Lame Street Media and the Looney Left has to spew, President Bush was and acted like the Chief Executive and Commander-in-Chief unlike the manchild and whiny little guy currently holding the position.
