Rich families are already entitled to free education for their children through the government system. This just gives them a choice on how to access this benefit.

It's 10K because most private school tuition are around 20K. They wanted to make sure that it wasn't enough for poorer families to send their kids, but give the better off families, who's kids are already enrolled, a half off special.
