Not every state in the Union as the issues surrounding water that Cali does.

It's not even comparing Apples and Oranges. It's comparing fruit and meats.

All who are students of the USA understand it is not one place, it is 50 of them. And the 50 vary in laws.

Hold everybody to that standard and we give no credit to any individual leaders who initiate things.

I'd agree in some instances and disagree in many others. I guess the next set of questions should be "What is it people believe a President actually does, what is it they believe a President is supposed to do, and what do the people expect of a President?"
