Well Einstein, one of the primary responsibilities of the school board is to ensure the best possible education experience for students. Board members must also take into account the needs of district faculty and staff, parents, students and others in the general population affected by school activities. Setting up homeless camps doesn't seem to be one of their responsibilities.
