They report what they saw back to their respective congressional chambers.

Clinton's sexual encounter was with a consenting adult certainly old enough to give consent. It was improper because a) he was committing adultery when he did it and b) he was taking advantage of a young staffer no matter how consenting.

But his crime was NOT sexual misconduct with Monica but rather that he tried to cover up the impropriety via obstruction of justice and perjury which he was impeached for. But the Senate did not see that the crime rose to the standard of high crimes and misdemeanors which the Founders intended--in my opinion the Senate was right about that--and they refused to convict.

In my opinion, all that was not the Republican's finest hour and demonstrated poor judgment as now an unethical Democrat Party uses the Clinton thing as justification for using impeachment as a political weapon instead of what the Founder's intended.
