It is a complete mess that the FBI made of the matter, deliberately or through sheer incompetence, that is the question. But I cannot believe it was incompetence.

To be fair, my first thought about the crimes scene is that this was on a roof and was mostly blood. Had they not cleaned that up, wouldn't everything been washed away by the next rain anyway?
