Presidential records act makes it as only a civil not criminal charge for Presidents, it's non presidents like Senators and VPs and Secretary of State that can be tagged for mishandling docs. By the way, Hillary was more than just not being careful with access, she purposely circumvented the oversight and saving of data that protects us from making sure she is not abusing her position like in pay to play schemes or hiring henchmen and cleaners to obstruct justice etc.
She also obstructed by destroying court subpoenaed data-emails-that's an extreme violation that everyone else would be jailed for.
