Kamala was there in agreement with the administration, but she had no power to make policy other than her vote in agreement of a policy. It's the same thing. She could have voted no but she didn't out of intimidation maybe, fear maybe, or maybe she just agreed with everything the administration done because that's who she is ? She agreed undoubtedly or she'd be separating herself during the campaign from the failures of the administration because she has no worries about being taken to the woodshed at this point.
