i can only speak for the PO....and no they were not treated well....terrible people running the place....Traditionally, government employees are treated well. My father used to call them "sweetheart unions". He was in the clothing workers union. That was tough and needed.

The real reason for Unions in Federal Government is so that money allocated to these agencies have percentages funneled back to Democrat party coffers for elections.
