The only reason that would happen is because the Negative Nancy Nay-sayers would tie up any attempt to improve the grounds because they can't allow themselves to see it be successfully used and make the nation look good. Also, they're 95% certain that the next president who would even consider tearing it down would rather use it instead, so they can't allow it to be completed.
