Trying a new version of prohibition (this time via cost). We all know how well things like this work. A Black Market will spring up in no time.
 
Right. As with the American Minimum Wage, any time a supervening force (e.g., Government) sets prices significantly higher than their market value, (1) consumers will consume less of it, (2) they will seek alternative ways to get high, and (3) a black market will thrive.

Inevitable results.
