Medicare and Social Security are 33% of the Federal budget and they mostly go old white people who vote Republican.

Welfare payments make up less than 8% of the budget.

Again, my solution to this is simple. INstead of paying these people to not starve, we should require living wages, scrap all the bullshit trade treaties and spend a lot of money rebuilding our infrastructure.
