The article doesn't say that there was also a passenger in the car who pulled a paintball gun out of his belt. The officer asked the woman to get out of the car and she wouldn't tell him her name. He went back to the car to radio the station to see if who the individual was who owned the car, and she jackrabbited. The officer shouldn't have opened fire on the car, he should have pursued the vehicle.
