Kirk was actually shot in the throat, probably the most fatal place to be shot without instantly killing you. A shot to the brain and you're brain is dead regardless of how long the body lives. A shot to the heart muscle is almost as bad as you lose consciousness almost instantly from a loss of blood pressure.

But a shot to the throat is not only fatal in that you will die long before any hope of medical intervention, but in that it fatally severs the blood flow to the brain and likely disrupts or severs nerve impulse to and from the body.
