When buildings are used as armories and sanctuaries of terrorist or military forces, they become primary targets, anyone in the area such as children or civilians are "secondary" unintended targets.
The schools were not targeted, or streets/ cars just outside the schools because there are children there but because there is a military target that needs to be dealt with. Hamas and such make the children targets. Collateral deaths are on their head.
It was hamas rockets and hamas fighters that brought the conflict to Gaza. When not being attacked, Israel has no desire to engage in war. They do so because of attacks against them. When hamas is quiet, Israel is quiet.

I call it war. Not all of the 1,000 killed were civilians. Some were combatants. Also, the massacre in Jerusalem consisted of 4 rabbis at prayer, not 3 (every life is important). A Druze police officer also died.

The PA can be taken to court on terrorism charges in the US so this massacre will be a judgement on all palestinians for the actions of inciting violence and murder.
Next might well be Islam itself being put on trial unless clerics and imams don't put an end to the corruption of their faithful.
