What is the difference? Both are felonies.

As they should be, but that's not the difference. Voter registration fraud rarely ends with someone voting erroneously. It also appears that the company in question tipped off authorities and the registration forms (which legally have to be turned in) sent in after the cut off date.

I don't like the idea of quota incentives for voter registration drives, putting a dollar value on voter registration can only lead to corruption. However, this is not the conspiracy you are looking for.
