Granted, it takes time for that money to be spent to buy things, but the money will be making improvements shortly.

It doesn't matter The invasion has been effectively halted. Mexico has dedicated 10,000 regular army troops to policing both the North and South Border of its country. Mexico has also reached the saturation point and is no longer capable of taking on any additional individuals.
