How much money has been already spent without doing anything to actually upgrade infrastructure or HVAC to HEPA standard in public accommodation to actually help mitigate the spread of pandemics while opening up our economy more fully? Stimulating our economy in that manner was an option from the beginning to actually do something about the pandemic or future pandemics. Developing that sector would be similar to a construction boom with high paid labor creating more in demand and generating more in tax revenue.
