This is fairly complicated, but in general, nothing inherently "makes" you fat, it's about burning less calories in a period of time than you consume. You could eat 15 bowls of spaghetti and argue you lost weight and fat in the process, that is, if you were climbing Mount Everest for the day.

Carbs are converted to glucose, used for energy. There is an interaction between the increased insulin levels when eating the carbs and the metabolism of the glucose.

In short, at least the way I look at it and understand it, if you don't burn the energy it is stored as fat.
