The formation of the government would be the most significant step yet toward ending a crippling seven-year-old Palestinian political split. However, it is also bound to increase friction between Abbas and Israel's hard-line government.

Abbas said Saturday that he would respond to any Israeli punitive measures, such as withholding the monthly transfer of some $100 million in taxes and customs Israel collects on behalf of his Palestinian Authority. The funds are vital to keeping the self-rule government afloat.

After the April collapse of a U.S.-mediated Israeli-Palestinian peace talks, the Palestinian rivals revived reconciliation efforts. Negotiators met repeatedly to agree on a government of technocrats backed by both sides that is to prepare for general elections in 2015. In recent days, there were last-minute disagreements, but Abbas' announcement suggests the issues have been resolved.

"The announcement of the government will be on Monday," he said during a meeting with several dozen pro-Palestinian activists from France. "The Israelis informed us today that they are going to boycott us immediately after we form the government."

"They are going to withhold our money," he said, referring to the monthly transfers. "This is our money, not aid from Israel, and we will not stay silent. They want to punish us because we have an agreement with Hamas, which is part of our people."

Hamas did not "seize" Gaza, they won a fair and democratic election.

Israel worried about future security coordination with PA

For Israel the most worrying aspect of the Palestinian unity government is the future of security coordination with the Palestinian Authority, which is a matter of conflict for the main parties involved in the new government, Fatah and Hamas.

Hamas had also considered security coordination as serving the security of Israel only and accused Abbas of collaborating with Israel against the organisation and other resistance groups.

Maariv newspaper that dealt with the subject through a report published on its website quoted the words of a member of the Committee on Palestinian reconciliation Dr Mustafa Barghouti saying that the powers of the Minister of Interior for the security agencies in the unity government, which will be announce today, will land in the hands of the Prime Minister Rami Hamdallah, pointing out that the security committee composed of Fatah and Hamas will decide the policy of the security services in Gaza and the West Bank areas which are under Palestinian Authority control.

The newspaper quoted the head of the political bureau of Hamas, Khaled Meshaal, as saying that security coordination is the first issue that must be stopped in the wake of the reconciliation agreement. It also quoted the spokesman for the Palestinian security forces, Adnan Demeiri, saying that the Palestinian leadership is completing an in-depth study into the possibility of stopping security coordination with Israel.
