'He had offices in Istanbul and Geneva; in Athens established a sabotage school; in the Hague trained students in wireless transmission, high explosives and demolitions; parachuted agents into Turkey, Syria and Iraq to cut telephone wires, oil pipe lines, and to sabotage railways and bridges . . .
