If the sec of state / governor withdraw the certification, then PA loses it's 20 electoral votes completely, meaning Biden wins 286 to 232, with 260 needed to win.

So the final effect of this legislation is nothing will change, except PA will lose it's representatives in the house until a new election can be scheduled.

The state legislation is in charge of it's elections and it's electors. They chose to give the selection of those electors to the voters. They can not override that retroactively. But as the USSC has said, the voters have no right to vote for electors, and the legislature being ultimately in charge, could decide to withdraw or decertify its electors.

In short PA could screw itself, but it won't upset the presidential election.

No oral arguments, 3 judge panel all (R) appointed, the scanting opinion was written by a judge appointed by Trump.

Unfortunately the voters in question were not the ones entitled by the laws of that state to vote; whereas the vote of citizens properly entitled by law to vote, were discarded and disregarded.
They can not override that retroactively.
The legislature can make a finding that fraud occurred, and pass a resolution in favor of redressing the fraud that did occur.

Which mean they don't send any electors. That isn't a path to victory for Trump. Since Biden can lose PA, MI, WI, AZ and GA, and still win.

Read the 12th amendment. Biden has to get a majority of the appointed electors. If PA doesn't appoint its 20 electors, the number of appointed electors drops from 538 to 512, and the number needed to win drops from 270 to 260.
