It's pretty much like that with all Government employees. In my section in Korea we had two civilians, a Major and me. The Officer was a short timer and seldom ever in the office so I did most of his job. One of the civilians was a contractor and pretty cool the other was a GS-8 and a total dick. At one point I got tired of his shit a told him that I didn't work for him he worked for me. Straightened his ass out quick.
