They stuck to searching the outside of the debris, realizing that cave ins would be likely and that even if they found someone alive further into the debris, that they would not be able to remove the debris to get to them. People wanted to help---but a pancake crash such as this building was offers very very little hope for finding bodies much less survivors. The only chance any survivors had was immediately after the crash---Biden sending 400 people will waste millions and offer nothing but a photo opt for the A-hole.
