It certainly did not establish that Smith's position was "illegal" or "unconstitutional" since Cannon had already established a record of her hairbrained rulings being overturned on appeal.
If Trump had lost the election this ruling would have certainly been overturned as well and there's a good chance Cannon would have been removed from the case.
