I don't know what changed his mind. I'm sure all the lobbying from the health insurance industry didn't hurt. Or rather, did hurt - depending on how you look at it.

SNAP fraud runs about ~1% in USDA’s own studies. The improper payment rate (created in 2002) measures paperwork accuracy — it includes underpayments and administrative errors. It is not a fraud rate. Calling 10–12% “fraud” is simply misreading the metric.

Real losses far exceed reported numbers

The USDA’s data shows states reported about $250 million in stolen benefits last year. But the USDA estimates the real national hit could be much higher.

“It could be as high as $12 billion a year, could be more, we don’t know,” Haskins said.
