That's not fraud - fraud is less than 1%. How can you debate if you dont understand the numbers? Improper payments arent fraud and DONT calculate the total error.

Improper payments include:

• Income miscalculations
• Household size reporting changes
• Late paperwork
• Administrative processing mistakes
• Underpayments (benefits too low)
• Overpayments (benefits too high)

Fraud is only a small subset of that and most of those listed are fractional amount changes. They throw the whole payment into improper, not just the amount miscalculated AND ALL overpayments are recaptured. So the amount in error is tiny, again, around 1%.
