Bush weakened Iraq to the point that they have no control over their country. Thus all kinds militants can form groups who will all vie for power.

ISIS was able to swoop in and control large amount of land and if it wasn't for the US and NATO they would still be there

Clearing out ISIS just leaves a vacuum and Iraq with no strong central government to control its borders

Under Saddam the Sunnis.........the Bloody Baathist of the Sunnis ruled.........even though the country was majority Shia...........they didn't do this by being nice............Today about 20 % of Iraq is Baathist......about 55% is Shia......and the rest a mixture of Kurds and Yazis.........so forth..........

When the Sunnis were removed from power........many were taken prisoner......while there they decided on a path to become ISIS..........our forces when they left there under Obama warned Iraq NOT TO LET THEM GO...........but they did anyways........and they BECAME ISIS........Sunni ISIS......and so they took over most of the region......and so on.......

Point is......most of Iraqis are SHIA.....most of the political power there is SHIA........and Iran is SHIA and they are using that to form an alliance with Iraq and the Shia in the War with Saudi Arabia........
