911 was the worst. It murdered abotu 3,000 civilians vs militarly personnel, and it was in the american mainland.

We did go to war based on 911.

The last time the congress officially delared war was WWII. However, most presidents don't want it from congress because they feel that they don't need congress to execute a war.
