The situation isn't that bleak.

The majority of individuals presently on the job are well-intentioned and willing to play by the rules. The problem resides in poor supervision, inadequate and improper training and relaxed discipline. Too many police supervisors are more concerned with being perceived as one of the guys than with enforcing the rules. These deficiencies result in those cops with rogue potential being able to influence the others, eventually promoting the formation of bad habits.

The bad habits tend to worsen incrementally over time and manifest in abuse of authority, examples of unnecessary and excessive force, overt sadistic brutality, generally oppressive conduct, methodical dishonesty, unnecessary homicide, larceny and sexual misconduct.

The general quality of civilian police can be vastly improved by focusing on training and discipline, carefully revising the procedures manual, and emphasizing conformance with standard rules of procedure and para-military conduct.

As a Bay Arean, I'm not surprised that my state's "blackest city" is a sewer of corruption and barbaric, 3rd-world ****** savagery. When I've ridden the Amtrak train, it goes through some of Oakland's VERY bad African areas that look like a war zone from a WWII movie: ALL building speckled with bullet-holes and almost all windows shattered.
