Closing up NYC's subways could be a good first step. Once the tunnels are closed, just pump them full of cyanide to exterminate the rat population.

I was thinking the same thing. If they can accomplish getting all of the little four legged creatures, all of those two legged creatures are still there.

A wasted effort. People will always feed the rats with their garbage. Also, the effort will be half-hearted as not enough resources will be used to be effective. Worse yet, the city will hire companies that have a vested interest in a continuing rat problem. They aren't going put themselves out of business.
