Worse yet early returns seem to indicate that a lot of people know they need subsidies to get a decent deal on the exchanges so they are going non-exchange. The use of MediCal in CA is the biggest example of this currently. When the rates go up the younger/healthier and smarter/wealthier will get compliant policies outside of the exchanges. This will do what the bill is intended to do redistribute wealth from the poor to the rich.
