Cruise missiles are usually guided by inertial navigation systems which allow the flight path and target coordinates programmed before launch. That's almost 40 year-old technology!

Yes. 40 years ago the range of a submarine ballistic missile was stated to be "In Excess of 4,000 Miles". And what is said in an unclassified release and what the actual capability is very different. No cruise missile has a range even close to a ballistic missile.

Not to mention that when missile reenters the atmosphere there is very little of the missile left. It is mostly warhead (or warheads) falling at a carefully calculated trajectory.
 
I think this only applies to the ballistic missile class. If the missile is guided, it must use waves for communication.
A nuclear missile does not communicate once it is launched. Nuclear missiles are guided by inertial navigation systems. That is they know where they are launched from. They know where their targets are located. Thus it is a simple matter of knowing how fast they are going and what course they're taking.
