Norway Refuse Help To Russian Sailors Drowning

No surprise they are breaking international law of the seas the Vassals of the Empire think they are above the law.

So, the "drowning" sailors were in a functional lifeboat within spitting distance (67 miles) of the Spanish coast, in fantastic weather. I'm sure the Spanish navy or Coast Guard were already on the way. I don't see a problem here.

Not "Russian", but "Russian-linked". I don't know details, but it seems like piracy to me. And pirate ships should be attacked by any military ship.
