Okay, so, um, why would a landlord rent 10 to a room when he could get one family to a room on a section 8 voucher.

Keep in mind, as a landlord, you are usually responsible for water, maintenance and sometimes utilities, which would cost more if you have 10 people in the apartment than if you have five.

This sounds like another dubious story like the Cat-eating.
