California's state payroll is only about $30 billion/year, so they don't pay 10's of billions.

And IRS can simply come in an levy California's assets if they refuse to pay their share.

There is nothing in the original constitution to allow federal income tax.
The 16th amendment was not passed until 1913, and is highly questionable as to its legality because the federal government is not really sovereign.
The federal government is actually only a loose federation of the sovereign and independent states.
And the IRS is not legal at all because it is not controlled by, voted on, or authorized by the states as is required by the Constitution.

The feds made up their own authority in 1913 with the 16th amendment, which is clearly illegal.

California and all the blue states contribute more money to the federal government than they take.

This cannot be said of the red states.

1. The federal government has the power to stop federal funding. Trump is well within his power to do that.

2. The states do NOT have the right to withhold taxes. That is literally insurrection. That is exactly how the first civil war began.
