Did you read the whole article? He was being sarcastic. He was saying the GOP has poured so much government money into border security, that the crime rate has fallen in those border towns because of all that government money and all of those government employees (border agents). Therefore, "communism works". He was poking a stick in the GOP's eye.

Then he plainly says:
